The World Food Programme (WFP) is launching a Request for Proposals (RFP) for the Climate Resilient Food & Nutrition Security for Women, Youth, & Smallholders in Cabo Delgado (SCALE UP) Program.
The aim is to enhance reach, deepen impact and ensure sustainability and harmonization of the activities. The newly selected CP will be expecting to work in close collaboration with the existing CP to maintain operational coherence and complementarity, avoid duplication and ensuring consistency in messaging and beneficiary engagement. At the same time, the CP is encouraged to introduce innovative approaches that enhance sustainability of interventions, particularly in areas such as peer-to peer- knowledge sharing, improved financial inclusion, and strengthened local ownership.

Scope of work
- This initiative aims to scale up the existing project activities implemented in Mocímboa de Praia (MdP), Cabo Delgado province. Therefore, this proposal and CP is expected to closely collaborate with the existing project and partner implementing it to create programmatic interlinkages and synergies.
- The proposal and activities for scale up should be designed based on following specific guidance. Some activities to be directly managed by WFP are indicated and should be properly considered by the partner in developing their proposal and budget. Partner should budget only for those activities the CP is required to implement.
- Component 1: Implementation of the WEFE-based socio-economic and investment plans for women, youth and other vulnerable groups.
- Component 2: Capacities of government entities, implementing partners, and local communities are strengthened in the implementation of conflict-sensitive WEFE-based and nature-based solutions to restore and preserve ecosystems.
- Component3: Enhancement of private sector development and investment.

Deliverables
- Followings are the key output performance and results to be achieved by the selected partner:
- 5,000 households (40-45% female) participating of transformation centres for rural transformation (124 farmers groups organized, trainings and inputs (access to irrigation where its relevant, solar dryers, greenhouses, etc provided).
- 5,000 households (200farmers groups) (n) trained in post-harvest handling practices
- 5,000households trained on the supply chain for quality agriculture inputs and seeds-bundled agriculture micro-insurance.
- 30 trainings (10 trainings per project years) on digital financial and agriculture markets services held
- 5,000 households (200 farmers groups) using digital financial and agriculture markets services (Farm2Go) and traditional markets
- 25 government representatives involved in the trainings to design and implementation of conflict sensitive NbS
- 3 Nature-Based-solutions implemented and linked to carbon markets
- Up to 6 solutions to make agriculture private sector investments
- 350-400 youth participating training on basic skills and opportunities for employment with private sector/PPPPs.
